Thirty-six days after the seal — and two days after Ukraine's counteroffensive opened — the Kakhovka dam was destroyed (6 Jun 2023), flooding ~600 km² of the lower Dnieper and destroying the sealed cluster's own stated precondition: ground 'perfectly and unmistakably dry.' No Russian summer offensive came, on any axis. The forecast was not proven wrong by events it predicted — its test conditions were removed by an event it did not.
A sealed, public, timestamped forecast that landed — deliberately kept OFF the graded Brier, with the reason in the open. This panel exists because the honest verdict here is neither HIT nor MISS, and the ledger refuses to pretend otherwise. HIT is ruled out on the evidence: no offensive materialized on any axis, and the flood affected the lower-Kherson sector, not the 800-kilometre line the cluster required.
