This is the anatomy of that call: the exact words I sealed, how each piece landed, and — just as important — what a single dramatic hit does not prove.
Precision first, because precision is the only thing that makes a call gradable. The sealed phrasing was: 'Terrorist attacks on public gatherings are possible in Moscow in March and April in an attempt to sow panic amongst the public.' Note what is specific — the location (Moscow), the window (March–April), the target type (public gatherings), the intent (panic) — and note, just as carefully, what is not: I did not name the venue, and I did not name the perpetrator.
